PRO-V-90 is described as an electronic, multiple-entry visa for foreign professionals who carry out a professional activity for a client in Venezuela, either working independently or sent by an employer outside Venezuela, at the invitation of a Venezuelan company. Activities named: technical assistance, operational support, participation as speakers, journalistic activities and oversight of investment, among other professional services. The MPPRE manual (April 2026) covers how to file it in Cancillería Digital but does not itself describe who it is for.

What to do: Choose PRO-V-90 for a defined, temporary professional assignment for a Venezuelan client that invites you.

Common mistake: Choosing it for a sales or business-development trip: that is what the business visa (TR-N) describes.

Who qualifies?

No employment relationship with the inviting company

Both secondary reports state that there must be no employment relationship between the foreign professional and the Venezuelan company that invites them, and that the Venezuelan company cannot pay them employment-related compensation or remuneration. The MPPRE manual does not address this point.

What to do: If the Venezuelan company will employ you or pay you a salary, PRO-V-90 as described does not cover that. Ask an immigration professional about the work categories.

Common mistake: Using PRO-V-90 for what is really a job with the Venezuelan company.

Neither the list nor the April 2026 manual says what they must contain, in which language, or whether a translation or apostille is needed.

What to do: A current CV as one clear PDF. If you add credentials, the degree, licence, certification or press accreditation behind the service. Ask a reviewer before paying for a translation or an apostille.

Common mistake: Holding the application back for credentials, which are optional.

MPPRE's requirements list marks "Antecedentes penales o declaración jurada (con al menos tres (3) meses de vigencia)" as optional for PRO-V-90: a criminal record certificate or, instead, a sworn declaration, at least three months old. Can I apply without a Venezuelan company inviting me?

MPPRE's requirements list says that without an invitation letter you can apply with a carta de exposición de motivos (a letter of motives) specifying the objective of the trip, the length of stay in the country and a responsible contact in the country. The PRO-V-90 form shown in the April 2026 manual still has a "Datos de la empresa que invita al ciudadano" section (Razón Social, Actividad Económica), so check what the live form accepts in those fields before you rely on this route.

What to do: Your own signed letter stating what you will do, for how long, and who in Venezuela is your responsible contact (name, ID number, phone, email). Nothing here writes it for you.

Common mistake: Leaving out the responsible contact in Venezuela, which the list requires the letter to name.

MPPRE's requirements list marks the "Carta de invitación" as required and adds that without one you can apply with a carta de exposición de motivos (see that rule). Neither source says what the invitation letter must contain. The form in the April 2026 manual asks for the inviting company's Razón Social and Actividad Económica and a contact person, so a letter should come from that company and agree with the form. The letter is the company's document: it writes and signs it.

What to do: A letter from the Venezuelan company, on its letterhead and signed, naming the company as in the form (Razón Social), the professional, the service, the dates and the company contact.

Common mistake: Writing the letter yourself, or a letter from your own employer instead of the Venezuelan client.

How long is it valid?

How long PRO-V-90 is valid (as of October 2026)

Fragomen and BusinessToday describe PRO-V-90 as a multiple-entry visa valid for 90 days, after which the holder must leave and re-enter on a newly issued visa, and the visa's name also says 90. One Venezuelan embassy page (France) has been reported to describe it as valid one year, multiple entry, with stays of up to 180 days. That description is unconfirmed. Neither the MPPRE manual nor MPPRE's requirements list states a validity or stay length.

What to do: Plan the assignment within 90 days and treat the visa as valid for 90 days until the ministry publishes otherwise.

Common mistake: Planning a stay of more than 90 days on the strength of the unconfirmed embassy description.

PRO-V-90, business visa or transeúnte empresario: which is closest

From the descriptions available in October 2026: PRO-V-90 is for a defined temporary professional assignment for a client in Venezuela, without employment by that client. The business visa (TR-N) is for commercial, mercantile or financial activity related to your own business, such as selling or negotiating. The transeúnte empresario/industrial visa is for owners travelling for their own company. MPPRE's requirements list also names a "Visa de Trabajo para Situaciones Especiales" (a work visa for special situations). The Visa Desk supports neither of the last two and has no rules for them.
